COP Integrity Principles

COP31 is the 2026 session of the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC), which will be hosted by Türkiye. Hosting this major multilateral process presents Türkiye with both a significant responsibility and a valuable opportunity to strengthen the principles of transparency, accountability, and integrity in climate governance.

To contribute to this objective, Transparency International Türkiye has developed the COP31 Integrity Principles, a set of minimum integrity standards intended to guide the planning, implementation, and long-term legacy of COP31. The document provides concrete principles, standards, and practical measures for the COP31 Presidency and Host Country institutions in key areas, including transparency in sponsorship arrangements, the prevention and management of conflicts of interest, safeguards against undue influence from fossil fuel interests, meaningful and inclusive civil society participation, and independent oversight and accountability mechanisms.

These Principles are published as a reference framework that can be adopted, adapted, or endorsed by the COP31 Presidency, host country institutions, civil society organisations, private sector representatives, and other relevant stakeholders. Their ultimate objective is to contribute to ensuring that COP31 serves as an exemplary international process, not only in advancing global climate ambitions but also in demonstrating the highest standards of governance and integrity.
